The firm has a long, rich history in representing local governments in Tennessee, including Shelby County, the City of Memphis (as well as the City's wholly owned public utility, Memphis Light Gas and Water Division, and the Memphis Board of Education), the City of Bartlett, the City of Millington, the City of Piperton, the Town of Rossville, the City of Oakland, and others.
Representation of the City of Bartlett and smaller municipalities is general and consists of facilitating their regular ongoing governmental activities, including zoning, subdivision and land development, infrastructure development, enactment of ordinances and resolutions, annexations, environmental issues, employment and personnel issues, governmental pension plans, and interaction and agreements with other governmental entities.
In addition to the firm's general representation of a number of municipalities, members of the firm provide defense to those and other West Tennessee municipalities through the Tennessee Municipal League Insurance Risk Management Pool, which insures many Tennessee municipalities, in lawsuits involving challenges to annexation, zoning and subdivision regulation, civil rights matters, employment discrimination claims, motor vehicle accidents and other tort claims, and contract and development matters.
Representation of Shelby County, the City of Memphis, Memphis Light Gas and Water Division, and the Memphis Board of Education is provided on a more specialized basis. One member of the firm serves as Delinquent Tax Attorney for the County, with responsibility for all delinquent tax litigation. Another, in his capacity as an Assistant County Attorney, is responsible for a variety of matters, including representation of the Film Commission, advising on charter issues, and handling election-related litigation. The firm also represents the County with respect to its governmental pension plans. Members of the firm represent the City of Memphis in collective bargaining with various bargaining units, employment discrimination cases, and governmental tort liability act cases, among other things, with one member serving the City as a senior staff attorney. Firm members also represent Memphis Light Gas and Water Division with respect to employment discrimination cases, condemnation matters, and specialized litigation, and provide a range of legal services to the Memphis Board of Education.
